Position Overview

Under general direction, serves as the Chief Engineer and lead worker for staff at the Ludeman Developmental Center and as back up at other facilities within the Chicago & Northern Region as assigned; performs responsible administrative work in planning, organizing, evaluating, managing and directing all phases of physical operation and maintenance for the Ludeman Developmental Center and as backup at other facilities overseen by CMS in the Chicago & Northern Region as assigned; develops, oversees and performs preventative maintenance program for all equipment that supports the building s operating functions; recommends policies and procedures for efficient operation and maintenance of facilities; monitors all maintenance and repair projects and contracts for electrical, plumbing, carpentry and other physical equipment. Operates equipment and tools, lifting, pushing and/or pulling equipment, machinery and materials weighing up to 50 lbs. independently and 100 lbs. with assistance, in order to repair/maintain systems or equipment for the safe operation of facilities. Travels to other facilities as needed in the performance of job duties. Reads and understands mechanical blueprints, technical equipment manuals.

Job Responsibilities

25% 1. Serves as the Chief Engineer for staff at the Ludeman Developmental Center.

20% 2. Performs responsible administrative work in planning, organizing, evaluating, managing, and directing all phases of physical operation and maintenance for the Ludeman Developmental Center.

15% 3. Prepares request for expenditures forms for equipment and repair/installation needs for the Ludeman Developmental Center.

15% 4. Makes rounds of the boiler and mechanical rooms.

10% 5. Serves as designated lead worker.

10% 6. Serves as compliance coordinator.

5% 7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

    Minimum Qualifications

    1. Requires knowledge, skill, and mental development equivalent to completion of high school.

    2. Requires seven years of experience in the operation of a commercial or institutional power plant or as a skilled craftsman in the mechanical or building trades.

    3. Requires the possession of a valid certificate as a Universal Technician under U.S.E.P.A. Section 608 Rules or ability to obtain such certificate.

    Knowledge, Skills, and Abilities

    • Thorough knowledge of the principles, practices and methods used in the operation of high-pressure coal, gas or oil-fired boilers and their appurtenances.
    • Thorough knowledge of the underlying principles of water and sewage treatment.
    • Extensive knowledge of public health regulations and building codes.
    • Working knowledge of the operation of electrical generating equipment.
    • Ability to diagnose problems in mechanical, electrical, heating and air condition systems, and ability to recognize potentially dangerous situations and to make appropriate emergency responses.
    • Ability to direct the work of employees engaged in the maintenance of mechanical and building systems.
    • Ability to prepare and maintain reports.
    • Ability to follow oral and/or written instructions.
    • Ability to express complex ideas clearly in both orally and written forms.
    • Ability to perform the physical functions and tasks associated with engineering including but not limited to overhead work, ladder climbing, squatting, kneeling, bending, and walking.
    • Skill in the use of tools and equipment used for maintaining power equipment.
    • Ability to serve on an on-call basis and to utilize agency supplied materials/equipment (e.g., pager, cell phone, etc.) for emergencies.
    • Ability to read and understand mechanical blueprints, technical equipment manuals.

    Employment Conditions

    1. Ability to work different shifts, including weekends and holidays.

    2. Valid appropriate driver s license.

    3. Ability to travel.

    4. Ability to lift, push and pull up to 50 lbs. independently and up to 100 lbs. with assistance.
